In India there can't be more than 10 chairpersons in Lok Sabha. The main purpose of having them is to act as speaker when speaker is not present. But they can't preside when Speaker and Deputy Speaker office is vacant. They can be drawn from any party depending upon the voting. Moreover, panel of 10 chairpersons for the Lok Sabha are nominated by the speaker from amongst Lok Sabha MP's to preside if both are absent.
