Minto was the Viceroy and Morley was Secretary of State for India. Secretary of State were cabinet minister in British government and they also were member of parliament. It increased the seats for elected members in legislative councils. But still non-elected member hold the majority. This reform also enlarges power of legislature. They could pass resolution, ask questions, note seprate items in budget but can’t vote on budget as whole.
