The Planning Commission of India has been constituted througha cabinet decision in this regard. The Planning Commission wasestablished in March 1950 by an executive resolution of theGovernment of India (i.e. Union Cabinet), on the recommendationof the Advisory Planning Board constituted in 1946, under thechairmanship of K C Neogi. Thus, Planning Commission is neither a Constitutional body nor a Statutory body. In other words, it is a non-constitutional or extra-constitutional body. In India, it was the supreme organ of planning for social and economic development. Planning Commission has been replaced by new institution NITI Aayog in 2014.
