A recovery voltage for high voltage circuit breaker is the voltage that appears across the terminals after current interruption. Recovery voltage across circuit breaker contacts will be maximum at zero power factor because if load is pure inductive then current will by 90° to the voltage is maximum due to voltage load to current 90° at pure inductive load zero power factor.
