The bond stresses are the major factor that impact the development length of the steel. Since development length is inversely propotional to design bond stress i.e. more the bond stresses lesser the development length. Bond Stress depend upon the grade of concrete. So, increasing the grade of concrete increases the bond streses, thus decreases the development length.
