The Sarkaria Commission was set-up in the 1983 by the Union Government. The main mandate of this commission was to review the question of centre state relations. The commission submitted its report to the Prime Minister Rajiv Gandhi on October 27, 1988. The Commission observed that executive powers of the Union and States overlap in many areas and as such division of matters in Union List and State List is not absolute. The Sarkari Commission's charter was to examine the relationship and balance of power between State and Central Government in the country and suggest changes within the frame work of Constitution of India.
