The three-tier Panchayati Raj system is made of Gram Panchayats at the village level, Panchayat Samiti at the intermediate (block) level and Zila Parishad at the district level. A Panchayat Samiti is constituted for each block (each district is divided into several blocks) and is accountable for its functions to the Zila Parishad.
