The Product Owner is responsible for ordering the Product Backlog and has the final say about it. Product Owner's decisions about the Product Backlog should be respected by everyone; no one can override his/her decisions. The Product Owner's
decisions can be influenced by any stakeholder but the last say still belongs to the Product Owner.
