(1) Article 246 (1) confers on Parliament an exclusive power of the legislature in respect of matters in the “Union List”. Article 246 (3)confers an exclusive power to the State Legislatures to make laws for their respective States, and Article 243 of the Constitution empowers Panchayat and Municipalities to make laws on their subject as per given by act.
