You can’t really do much regarding the market conditions, these are beyond the scope of control of you as a project manager, your only responsibility is towards the project. Hence, the best thing to do, is do eliminate risks and reestimate. Other options such as decreasing scope and qualitywill have a negative impact on the project. So always choose the option which will have the LEAST negative effect.
