The power of deciding a bill as a money bill lies with the speaker of Lok Sabha.
Article 110 (3) states that If any question arises whether a Bill is a Money Bill or not, the decision of the Speaker of the House of the People thereon shall be final.
According to Article 93 - The House of the People shall, as soon as may be, choose two members of the House to be respectively Speaker and Deputy Speaker thereof.
According to Article 52 - There shall be a President of India.
Article 53 states that The executive power of the Union shall be vested in the President and shall be exercised by him either directly or through officers subordinate to him in accordance with this Constitution.
