Solution:  
Here h = –2, k = 3 and r = 4
The equation of circle is, (x–h)2+(y–k)2(x – h)^2 + (y – k)^2 = r2r^2
∴ (x+2)2+(y–3)2(x + 2)^2 + (y – 3)^2 = (4)2(4)^2 ⇒ x2x^2 + 4 + 4x + y2y^2 + 9 – 6y = 16
⇒ x2+y2x^2 + y^2 + 4x – 6y – 3 = 0
