Ionic compounds do not conduct electricity in solid state because in solid state the position of ions are fixed in their lattice, so they can only oscillate to their fixed mean positions. Therefore, the ions are not free to move. But when ionic compound is in molten state, ions or electrons are free to move, they conduct electricity.
