In [Fe(CN)6]4,CN[\mathrm{Fe}(\mathrm{CN})_6]^{4-},\mathrm{CN}^-is a strong field ligand hence, pairing of electronstakes place.
In [Fe(H2O)6]4,H2O[\mathrm{Fe}(\mathrm{H}_2\mathrm{O})_6]^{4-},\mathrm{H}_2\mathrm{O} is a weak ligand hence, pairing does not take place
