Solution:  
Total outcomes for two dice = 6 × 6 = 36.
Numbers less than 4 on a single die are {1, 2, 3}.
For both numbers to be less than 4, the outcomes are: (1, 1),(1, 2),(1, 3),(2, 1),(2, 2),(2, 3),(3, 1),(3, 2),(3, 3).
Number of favorable outcomes = 3 × 3 = 9.
P(both < 4) =   936=  14\;\frac{9}{36} = \;\frac{1}{4}
The probability is   14\;\frac{1}{4}.
